The value of Gotong Royong (mutual cooperation) is not only relevant as a cultural heritage but also constitutes a crucial adaptive strategy in combating corruption amidst Indonesia's diversity. The Pentahelix Synergy Model, based on Gotong Royong, results in more holistic and sustainable anti-corruption efforts. The implications of this research are recommendations for policymakers to make Gotong Royong a central axis in formulating corruption prevention strategies based on participation and inclusivity. This research uses a qualitative approach with literature review and policy analysis methods, supported by secondary data related to the implementation of anti-corruption programs. The analysis focuses on the Pentahelix framework, which involves government, academia, business/private sector, community/society, and the media as key actors. Data are analyzed descriptively and qualitatively to construct an effective synergy model. The results indicate that Gotong Royong can be implemented as a collective ethical foundation within the Pentahelix Anti-Corruption, emphasizing shared responsibility (Gotong Royong) to maintain national integrity (Bhinneka Tunggal Ika). The Pentahelix synergy has successfully created an inclusive, participatory mechanism of checks and balances and oversight, where each element has a specific role (e.g., academics in policy research, communities in bottom-up oversight). This implementation effectively strengthens social cohesion and fosters an anti-corruption culture.
