Jurnal Keamanan Nasional (JURNAL KAMNAS) is a peer-reviewed academic journal published by the Center for National Security Studies (Pusat Kajian Keamanan Nasional/ Puskamnas), Universitas Bhayangkara Jakarta Raya in both print and online formats.
The journal adheres strictly to the highest standards of publication ethics and is committed to preventing any form of plagiarism, research misconduct, or unethical publication practices.

This statement describes the ethical responsibilities of authors, editors, reviewers, and the publisher.
It follows the Committee on Publication Ethics (COPE) Best Practice Guidelines for Journal Editors.

  1. Ethical Guidelines for Publication

Publishing an article in JURNAL KAMNAS represents an essential contribution to advancing research and scholarship in the field of national and international security studies. The credibility of published articles reflects the quality of the authors’ work and the institutions that support them. Therefore, it is crucial that all parties involved—authors, editors, reviewers, and the publisher—agree on ethical standards.

The Pusat Kajian Keamanan Nasional, Universitas Bhayangkara Jakarta Raya, as the publisher of JURNAL KAMNAS, takes its guardianship of all publishing stages seriously.
The publisher ensures that advertising, reprints, or commercial revenue do not influence editorial decisions.

  1. Publication Decisions

The Editor-in-Chief of JURNAL KAMNAS holds the ultimate responsibility for deciding which submitted articles are accepted for publication. The decision is based solely on the manuscript’s quality, originality, relevance to the journal’s aims and scope, scientific validity, and importance to readers.

The editorial decision process also respects relevant legal requirements, including those related to libel, copyright infringement, and plagiarism.
Editors may consult with the Editorial Board or reviewers in making these decisions.

 

  1. Fair Play

Editors evaluate manuscripts strictly on their academic merit, without discrimination based on the authors’ race, gender, religion, ethnicity, citizenship, political belief, or personal identity.

 

  1. Confidentiality

Editors, reviewers, and all editorial staff must maintain strict confidentiality regarding submitted manuscripts.
No information about a submitted manuscript may be shared with anyone other than the corresponding author, assigned reviewers, potential reviewers, editorial advisers, and the publisher, as appropriate.

 

  1. Disclosure and Conflicts of Interest

Editors and reviewers may not use unpublished materials disclosed in a submitted manuscript for their own research or personal advantage without the written consent of the authors.
All parties must disclose any conflicts of interest that could influence their objectivity.

 

  1. Duties of Authors
  • Reporting Standards: Authors must present an accurate and honest account of their research with sufficient detail and references to allow replication. Misrepresentation or falsification of results is unethical and unacceptable.
  • Originality and Plagiarism: Manuscripts must be entirely original. If authors use others’ words, data, or ideas, they must provide proper citations or quotations.
  • Plagiarism Check: Authors are required to conduct a plagiarism check using Turnitin and must upload the Turnitin similarity report (PDF format) together with their manuscript. The journal re-screens all manuscripts using Turnitin to confirm compliance with the similarity threshold set by the editor.
  • Multiple or Redundant Publication: Authors may not submit the same manuscript or substantially similar research to more than one journal concurrently.
  • Acknowledgment of Sources: Authors must properly acknowledge all sources that have influenced their work.
  • Authorship: Authorship should be limited to those who have made significant contributions to the conception, design, execution, or interpretation of the study. All co-authors must approve the final version of the manuscript before submission.
  • Disclosure of Conflicts of Interest: Authors must disclose all financial or other potential conflicts of interest that may be interpreted as influencing their findings.
  • Corrections of Errors: If authors discover a significant error or inaccuracy in their published work, they must promptly inform the editor and cooperate to issue corrections or retractions.
  • Research Involving Hazards or Human/Animal Subjects: Authors must clearly state any potential hazards or ethical considerations involved in their research.

 

  1. Duties of Editors
  • Manuscript Evaluation: Editors must ensure that each manuscript is initially evaluated for originality and relevance.
  • Peer Review: Editors must organize a fair and unbiased double-blind peer-review process, selecting reviewers with appropriate expertise and free of conflicts of interest.
  • Fair Decision-Making: Editorial decisions must be made based solely on the manuscript’s quality and relevance, upholding editorial independence and integrity.
  • Confidentiality: Editors are responsible for protecting the confidentiality of all submitted manuscripts.
  • Conflict of Interest: Editors must recuse themselves from decisions where conflicts of interest exist.

 

  1. Duties of Reviewers
  • Contribution to Decisions: Peer reviewers assist editors in making informed publication decisions and help authors improve their manuscripts through constructive feedback.
  • Promptness: Reviewers who cannot meet the expected review deadline or feel unqualified should immediately notify the editor.
  • Confidentiality: All manuscripts under review must be treated as confidential documents.
  • Objectivity: Reviews must be conducted impartially and supported by clear arguments.
  • Acknowledgment of Sources: Reviewers should identify any relevant published work not cited by the authors and notify the editor of any substantial similarities or overlaps.
  • Conflict of Interest: Reviewers must decline assignments when conflicts of interest could compromise their objectivity.

 

  1. Allegations of Research Misconduct

Research misconduct includes plagiarism, data fabrication or falsification, citation manipulation, or unethical use of subjects.

If suspected misconduct arises:

  1. The editorial board will investigate the allegation.
  2. Manuscripts found to involve misconduct will be rejected immediately.
  3. For already published articles, the editorial board will issue a formal retraction notice linked to the original article.
  4. Authors’ affiliated institutions may be contacted for further investigation if necessary.

 

  1. Complaints and Appeals

JURNAL KAMNAS has a formal process for handling complaints regarding the journal’s policies, editorial staff, reviewers, or publishers.
Complaints may include but are not limited to citation manipulation, editorial bias, peer-review manipulation, or procedural errors.

All complaints will be reviewed impartially by the Editor-in-Chief or an independent designated party.
