Implementasi Kebijakan Pengelolaan Sampah Lingkungan Di Kabupaten Bandung: Model Grindle Dan Prinsip Green Governance

Abstract

This study analyzes the implementation of environmentally based waste management policy in Bandung Regency, Indonesia, using Grindle’s implementation model (content of policy and context of implementation) and five green governance principles: participation, transparency, accountability, collaboration, and environmental sustainability. A descriptive qualitative approach was used. Data were collected through semi-structured interviews with six informants (two staff of the Environmental Agency, two waste facility managers, and two residents), observation, and documentation, and analyzed with the interactive model of Miles et al. Findings show that the policy direction is consistent with green governance principles, shifting from a collect-transport-dispose pattern toward source-based management. Implementation, however, shows a gap between policy design at the local-government level and its realization at the community level, particularly in financing, the distribution of benefits and information, and active participation in source separation. Four weaknesses co-occur: suboptimal inter-agency coordination, limited facilities and human resources, resistance from some stakeholders, and varying implementer compliance. These are interpreted through a collaborative governance lens as a supporting, interpretive perspective that has not been tested causally. The article recommends strengthening cross-actor coordination, budget transparency, and sustained community mentoring.
