Collaborative Governance Dalam Deteksi Dini Kerentanan Aset Daerah Melalui Pengawasan DPRD: Studi Kasus Sengketa SMAN 1 Bandung

Asset vulnerability may escalate into a dispute when information on the physical, administrative, and legal status of an asset is not integrated and is not followed up in a timely manner. This study analyzed how asset vulnerability formed in the dispute over State Senior High School 1 Bandung, how early detection operated through the oversight function of the West Java Provincial Regional House of Representatives, and how collaborative governance could strengthen dispute prevention. A qualitative case study was used. Data were collected through in-depth interviews with seven purposively selected informants, non-participant observation, and document study, then analyzed using the interactive model of Miles, Huberman, and Saldaña and tested through source and technique triangulation. The findings showed that asset vulnerability was multidimensional and developed gradually through accumulated data inconsistencies, incomplete documents, information fragmentation, and weak follow-up. Early detection through legislative oversight had not yet fully operated as a systematic preventive mechanism because it depended on the quality and integration of information from the local government. Collaborative governance contributed through information exchange, dialogue, trust, shared understanding, role allocation, and joint action. This study formulated a collaborative governance model based on early detection and risk that positions legislative oversight as an overseer and director of accountability.
